Q: Am I allowed to leave cartridges in my buttstock holder while my rifle is encased in an ATV gun holder? The gun would be unloaded, but do cartridges need to be outside of the case?

A: A rifle is considered to be loaded if there is a bullet in the chamber or in a magazine attached to the rifle. Since the cartridges in the buttstock are not in the chamber or in a magazine attached to the gun, it is legal to have them in the buttstock while transporting the rifle on your ATV.
