Oh definitely, I watched a show the other day talking about the origins of the Shia Assassins, they would plant people in sometimes years in advance of any operation, one assassination was over a decade. We are probably getting the odd one now and the odd radicalized one that stays or just goes out to secretly train and come back. However when you see the outright fraud (the 9 passports for someone already dead) and they are thinking they can handle it all in a month.... apparently the gov't has muzzled immigration staff about it and all this while a former member of the Refugee board has a very differing opinion.
