Ottawa had to pay out $60M for nothing with light rail, Oddmott, you will get to pay for that one for years.
I am really happy I moved out of the City of Ottawa but you cannot escape this crap.

Could be alot more to this one than idiots at the Star are saying.
"The $26.9 million is more than half the value of the original $46 million contract, cancelled with no payment to CGI as eHealth claimed the company had not delivered a functional registry by the deadline."
What did they deliver, what changes did the province make during development, what requirements weren't disclosed and impacted development... were the gov't bureaucrats idiots and failed to plan, test, provide requirements.
This looks more like a gov't failure to plan, allow for changes and schedule and then react like jerks.... or CGI didn't source well and it failed.... alot more to it.

If you contract work out, just because you may not be happy with the result because of one thing or another, you still need to pay the people you hired for the work in process that was already done. This government thinks they can just shrug their shoulders and say "Oh,well." Things just don't work that way.

My expectation is that there were delays, requirements changes, scope changes, increased scope and when CGI couldn't meet a deadline on a deathspiral project rather than having proper project management and analysis done they just pulled the plug and now are having to pay up. Many times I have seen it... Dilbert says it well

But in the winner for nothing and money wasted it is the Liberal Cretien gov't.
* Winner in the single project, single goal waste categrory Jean Cretien (Liberal Gov't)
- Waste
- putting military personnel into danger
- worse than nothing, due to morale, purchasing and equipment damage and delays
"a helicopter that Canada uses for maritime search and rescue. Canada would also be using the EH101 on its destroyers and frigates, had Jean Chrétien not cancelled a $5-billion contract in 1993, incurring $478-million in penalties."
