Maybe not at a good price but insurance all the same.
Without this clause many with a previous poor record wouldn't get insurance either.
Obligations of agents

Was under same impression, can't deny coverage, but can make it absolutely insane cost wise.

Brother and I had a buggy similar to the white one back in the sixties. It still had the VW vin and serial number plate. I still have engine parts in my barn.....

Does it make any difference that the white one pictured has both front and rear fenders ?

No, nor does it matter that it has no windshield wipers. The law loosely states (thow shall) but in MTO reality it boils down to this. No fender, fenders, fenders but tires that stick 8" out like on some trucks etc etc . No matter. UNTIL You throw a stone or mud that causes someone harm and it can be proved it was You, goodbye. As I was told my the guy doing the safety "A large truck is not mandated by law to wear flaps, until buddy throws debris). Anyhoo no matter she's rockin and rollin. God what a hoot
