I would guess she is waiting for the courts to decide whether. she has broken the law. It is called due process.

Unless the OPP actually lay a charge the judges will never have a say in it. She gave the OPP an 8% raise. The OPP union supported her and campaigned for her last election. I think the concept of "Due Process" no longer exists in this Province.
