Need help with savage 220 safety

Just purchased a savage 220 and haven't fired it yet but the safety is extremely hard to move. Even after cleaning and oiling.
Anyone can help? Would it have to do with the accutrigger adjustment?
What is the factory setting on the trigger when you purchase it?

Factory trigger was about 4lbs.

Safety doesn’t move when gun is not cocked. When cocked it moves through all three positions with the push of a thumb.
