I used them over the years out in Wainwright, AB, down to -45C, they keep you warm but it's like being stuffed in a sausage tube, not my idea of fun. Even then you have to get off the ground on a cot, and have some sort of breathable insulation under you. If you use an air mat, the body sweat condenses and gets damp, not good. What's worse, they stink, it's goose down and even dry cleaned, there's always the residual smell. Once I retired, I went to a quality synthetic heavy duty bag and use two of those fleecy blankets inside, one under and one over me. Prices for those army bags are all over, from 200 up to 350.

The kids got me a Cabela's Magnum 44 ($299) a couple of seasons ago that's the absolute best I've ever used. If you're using an air mat or pad, always spread a piece of carpet underlay or foam rubber under your bag as an insulator. Even without a stove or heater, you'll be toasty warm in the coldest weather.

Lot's of surplus places sell complete systems online. Depending on cond typically between $200-300. Complete with inner / outer, liner, and bivvy.
I still have mine, but often opt for my Woods 3 star.
Concur on the smell though.
"Camo" is perfectly acceptable as a favorite colour.

I have a military bag myself and love it very warm. My son is using another bag I had earlier but it's slowly worn out.

Oakville Surplus sometimes has the bags, he may be able to ship but that's something you would need to ask.

Unless he is hell bent for the Military style-as others said, buy a good quality Civilian winter bag(like 73hunter posted)then buy a fleece sleeping bag(as liner-does miracles)and if he still needs more warmth ,he can add a summer sleeping bag between the fleece bag and the winter bag.
3 system-flexible-good year round.
Stylish too.
I actually prefer this method for moose hunting(tent not heated)over a single winter bag.
I close them on me as i am getting cold ,over the course of the night.
This way i never ever get sweaty (big NO NO in cold camping anyway).
