Funds were frozen, not seized, because they were suspected of being used to support criminal activities. The organizers of the so-called Freedom Convoy have been criminally charged and are either behind bars or out on bail. There are also other charges pending for the participants in the illegal occupation.
It wasn't the government that doxxed the donors it was the news media in the same way that other leaks of information are used by journalists. Furthermore, there are no guarantees of donor confidentiality at GiveSendGo but there are specific prohibitions about campaigns funding illegal activities. Buyer beware.

So by that logic, now that no crimes or terrorism occurred, why weren’t the funds distributed?
You can’t just call whatever you don’t like terrorism. But I guess when calling everyone you don’t like Nazi for years this just par for the course with Trudeau.
A protest is not an illegal occupation.
There is a big difference between basic expectations of confidentiality and openly celebrating hacked data to doxx your political opponents.
The Deputy Director of FINTRAC says the donations were legal and didn't fund terrorism.
"Millions in donations to the Freedom Convoy appeared to be an honest outpouring of public support, a federal regulator said yesterday. 'It wasn’t cash that funded terrorism'"

Apparently the suspicions were wrong (surprised?). What isn't surprising is that the MSM didn't report a senior government official telling the Commons that donors weren't terrorists or funding terrorists.

The funds were only unfrozen after the criminal activity was brought to a conclusion by the police. If the protestors were still there the bank accounts would still be frozen.
