    The Council of Europe works mainly through conventions. By drafting conventions or international treaties, common legal standards are set for its member states. However, several conventions have also been opened for signature to non-member states.

    There are 5 non-members states /observer countries: the Holy See, the United States, Canada, Japan, Mexico.
    Canada is an observer state and nothing more. Anyone who thinks the Council of Europe or UNESCO is going to hold Canadian leaders, scientists and physicians to account through Nuremberg-style trials is so far off the deep end they can't see the shore.

    Anyone who is arrogant enough to believe that Canadian leaders, scientists and physicians are not accountable through Nuremberg-style trials should realize that CSE has eyes on everyone.

    Near as I can figure....an investigation of the actions (or non-actions) taken by the WHO during this pandemic with start with a committee of representatives made up of the Member States (Including Canada) from the World Health Assy.

    The governance of WHO:
    Governance takes place through the World Health Assembly, which is the supreme decision-making body; and the Executive Board, which gives effect to the decisions and policies of the Health Assembly. The Organization is headed by the Director-General, who is appointed by the Health Assembly on the nomination of the Executive Board.
    The World Health Assembly is the decision-making body of WHO, It is attended by delegations from all WHO Member States (174 countries including Canada) focuses on a specific health agenda prepared by the Executive Board. The main functions of the World Health Assembly are to determine the policies of the Organization, appoint the Director-General, supervise financial policies, and review and approve the proposed programme budget. The Health Assembly is held annually in Geneva, Switzerland.
    That report will then be submitted to the UN:

    The WHO, founded in 1948, is a specialized agency of the United Nations (see Table 1). As outlined in its constitution, WHO has a broad mandate to “act as the directing and coordinating authority on international health work” within the United Nations system.
    Dr Tam will come under scrutiny by them.

    Dr.Tam is an official advisor to the WHO's International Health Regulations Emergency Committee on 2019-nCoV.

    No doubt there will be assorted reviews, inquiries, examinations of everyone's conduct during the pandemic. We've already had one public inquiry in Ontario. However that is light years removed from the delusional fantasy that Nuremburg-like trials will be held followed by mass executions of world leaders, scientists, doctors and journalists.

    That's just silly..as the video WB posted, there are already congressional-level questions being asked.

    If it's suspected that crimes of humanity were committed, then that can be moved to the UN, as I pointed out, and they will then, as they did for Nuremberg create a Criminal Court.

    .The categorization of the crimes and the constitution of the court represented a juridical advance that would be followed afterward by the United Nations for the development of an international jurisprudence in matters of war crimes, crimes against humanity, and wars of aggression, and led to the creation of the International Criminal Court.
