Covid fines in Sask
I haven't seen one of these summaries for Ont yet...but this one from Sask will give you and Idea of how the courts are looking at the over exuberant LEO's with their fines. Only 28 have been in court, 15 of the charges have been withdrawn..basically about 50%..
I don't imagine it will be much different here.
Nearly 80 per cent of charges handed out in Saskatchewan for alleged violations of COVID-19 public health restrictions have yet to be heard, according to new data provided by the province's Ministry of Justice.
A total of 155 charges had been laid under Saskatchewan's Public Health Act as of April 30, 2021, the most recent date that figures are available for.
Most of those charges, 127, are still waiting to be heard by a court or for a resolution to be reached.
So far, only 17 of the tickets have resulted in convictions.
Data doesn't include increased fines
It's important to note that the data currently available doesn't include tickets issued since Saskatchewan announced earlier this month that it would impose steeper fines for violating COVID-19 regulations.
Previously, individuals who violated the rules could face a maximum fine of $2,000 with an $800 surcharge. Corporations could've been fined a maximum of $10,000 with a $4,000 surcharge.
Now maximum fines are set at $7,500 with a $3,000 surcharge for individuals and $100,000 with a $40,000 surcharge for corporations.
As of April 30, five charges have had fines fully collected while one has been partially collected, resulting in a total of $15,086 gathered through fines.
Fifteen of the charges have either been withdrawn, nullified or the jurisdiction was lost.

Ramp up the pain (size of fines) ... whip them into submission!
There is the tactic ... on full display.

Can't coerce the people to do your bidding with facts and logic...then punish them, into submission, with fines.

Here's the problem - down here when things get to that level we demonstrate peacefully - if that doesn't get results the demonstrations take on an increased controversial aspect - politicians view peaceful demonstrations as a way for people to let out steam and generally don't pay any attention to them - but when the demonstrations start making it inconvenient for a large portion of the population it gets their attention - when your being fined thousands of dollars because you are exercising a basic right that free people should have - something is wrong - civil disobedience may be the answer

We don't do that up here Joe......people rarely gather to protest any kind of injustices. Occasional groups get together up on Parliament Hill for rallies...like the dairy farmers did (Sept 2015 & June 2016) to protest US milk coming to Canada under Free Trade.
Dairy farmers from eastern Ontario took their tractors and cattle to Parliament Hill to protest possible dairy concessions in the soon-to-be-signed Trans-Pacific Partnership.
edit add: Sorry I did forget the Gun Rally in Sept 2020...it had a pretty good turn out.
Pro-gun activists marched in Ottawa on Saturday to contest what they describe as the "injustice and ineffectiveness" of the federal government's assault weapon ban
That was the last time I can remember a big one and it was more self serving than a fight against social injustice.
The only civil disobedience ones we see are small for things like BLM and Indigenous Land right issues...that usually involves blocking the road or railroad. Again mostly self-interest groups and basically they just pizz off the general taxpayer rather than garner support.
I think the storming of the US Capital back in the spring was truly an act of civil disobedience. Backed by almost 50% of the population dissatisfied with their Elected Officials. Democracy, a little over the top, but got their message across. Was on the news around the world.

Another way of putting it:
Finding it impossible to persuade people to be socially responsible, we intimidate them for being anti social.
