Not with a degree no he isn't but that doesn't mean you cannot study.
Elon Musk has no real degree in rocket science yet he is the lead designer at SpaceX and considered an expert on rockets and engines.
A degree doesn't really mean as much these days. Anyone can study you do not need to go to University.

Not sure what you mean and where I am contradicting myself.
Science has improved greatly and this is not the 1930's 40's, 50's 60's, 70's and even the 1980's and 90's.
One of the best electricians I know isn't even an electrician but he probably knows more then any out there.
So I am unsure about your point.

By that criteria I would consider Bill to be a mad scientist, i.e. blocking out the sun, world de population, engineered meat.

Well, if I can perhaps interject ... it is the adherence to the scientific methodology and ensuring correct quality control that is of upmost importance. The qualifications are not necessary, but it simply means the person conducting the research is less likely to make mistakes (or draw incorrect conclusions). If someone wanted to on their own study online how to scientifically support a hypothesis or theory, they can do that easily, without a university degree.
