Obviously the police knew they were in the wrong since they left under his orders. If they thought they had a leg to stand on, they would have arrested him in a heart beat.

Point taken. The damaging PR from any enforcement, rightly or wrongly, would be a tough pill to swallow. Not sure if it was Calgary or Edmonton police that recently got a lot of bad PR from arresting a young man playing a game of shinny. Better to just walk away since they wouldn't win.
