Look at Kingston On for an example. Very low numbers, except at times with students be they from out of town or the country being the primary transmitters, as well as the numerous prisons in the area being covid clusters. We have had a huge hospital addition being planned at KGH for the past few years, but it hasn't even broke ground yet. This is a project that should be fast tracked, however it has not. Why? The work force is there, the materials are available, just our leaders are busy doing other things I guess.
