Was it for their employees based in Canada who pay Canadian taxes?
Many in Canada work in Canada for foreign owned companies.

That was one of my early thoughts Woodsman. The employees would be entitled to CRB and many airlines have let a lot of people go. These are foreign companies taking CEWs. They can make the argument, they are only doing so for their "Canadian" employee's but........Not really our problem

Foreign owned corporations are still listed as Canadian businesses,therefore,they're just as entitled to government programs as Canadian owned business. To deny them benefits would be discriminatory and likely illegal.
