Both sentences in this paragraph are only partly true. I would respectfully submit that most people are OK with helping folks settle,initially,but only in a very short term. According to many articles in left/liberal media,most Canadians realize that our immigration system is like a screen door on a submarine needing a complete overhaul and are frustrated that nothing is being done to address the issue while the system continues to bleed money unabated.

Being ok (or fine) helping folks get settled is a far cry from the narrative that refugees are a financial drain on our resources. Also you can be frustrated that nothing is being done to address perceived issues in the immigration system. What you can't do is complain that refugees are getting more than you when that is not true or condemn them for being freeloaders when they have not been given an opportunity to contribute.
However, I disagree that the immigration isn't bleeding money or is a screen door on a sub. We have an immigration system to bring in immigrants and refugees and we pay taxes to maintain that program. The system is designed to bring in immigrants and refugees and get them settled and that is what is doing. The immigration system also tries to screen out the people we don't want. It has more successes than failures. I am not sure a complete overhaul is necessary, We can talk about the changes necessary to update the system if you want but we shouldn't be pointing to the people in the system as the problem.
For decades immigrants/refugees have been getting faced with the freeloader tag not matter who they were. Italian, Irish, Jewish, Ukraine, etc who weren't deemed as "one of us" have been getting demonized when they had not done anything wrong for a variety of reasons and it really needs to stop.
