In any group situation ( guaranteed group size, large group allocation, or random draw) the applicant who has gone the longest time applying and not receiving a tag will be the recipient of the tag. The computer will organize the rest of the group members and then assign (the next longest without a tag) - that person becomes the transfer.
the best advice is to read the regs over and over and get a good understanding of how it works. Understanding the regs allows you and your group to manipulate your group and enter the draw in the best position to get a tag (or more). Even if you don't get a tag you a least know you did everything within your power correctly.
most of the whining and complaining is because guys just fill out the applications without a real understanding of what they're doin. BUT in todays moose environment with so few tags you'll win 649 before you get a moose tag
Know the rules ... bunting with 2 strikes and fouling it off - you're out!

I beg to differ following year the guy who was alternate got it after that I did after that his brother and so on. We couldn't figure it out.

I thought I had a pretty good handle on the English language. BUT If you somehow decipher that I insinuated that anyone on this thread was whining (possibly you) then I apologize. To clarify, most of the whining and complaining I often hear, out there in hunter land, is self inflicted because of those other applicants - lack of understanding - of the rules.
Some questions posed in threads can be answered very simple just by going and reading the rules.
