Yes they could. And once the populations begin to come back, the FN people will have first right of access to the game and fish. The supreme court of Canada in the "Sparrow" case held that conservation comes first, native harvest next and then open hunting for others. So we can whine and gripe all we want but the deal has been done whether we non-aboriginal people like it or not.....FN people have first right of access to the resource.

Yes but by all accounts the decision to end the “sport hunt” of grizzlies had nothing to do with conservation and everything to do with a social awareness campaign.
Brown bear just got delisted in certain Rocky Mountain states. Their numbers are on the rebound and certainly within BC they have thrived, even with the hunt in place.
