Firearms Training : Letter from MP Cheryl Gallant

Nicely crafted letter from the MP for Pembroke/ Renfrew / Nipissing who has worked tirelessly for Gun Owners for many years.

I am pleased to advise that certified instructors have offered their services at no cost towards a Possession Acquisition Licence course for MPs on Parliament Hill for their convenience.

Furthermore, I gave the Speaker of the House a letter at the opening of Parliament this year requesting him to arrange for a room through the Sergeant at Arms is in which the training could be held.

I hope the former Toronto Chief of Police, now Gun Confiscation Minister will encourage the Speaker to make haste so he too, can learn the law before striking a new one.

MP Gallant believes that her fellow Parliamentarians are so ill informed that they are confusing American gun laws with our own. I have more faith in our elected members of Parliament. Minister Bill Blair handled guns during his initial training at the Aylmer Police College,Ontario.
He also had to re qualify year after year on his old colt revolver and then his glock semi auto. As a previous drug sqaud member he in all probability also undertook the shotgun training. I know he was trained also at the FBI academy at Quantico in Stafford County, Virginia.I am
sure he did not pass up on an opportunity to play with the guns down there.

The number of high ranking RCMP and other police that have no idea that a Canadian citizen can own a handgun is insane, so no, I do not believe that MPs have any clue what Canadian gun laws actually are.

I am sure that you are aware that LEOs do not require a PAL or an RPAL.

Just because he "handled" guns @ police college doesn't make him an expert on current gun laws. I spent 30+ years in the military with all sorts of weapons and was still required to pass the firearms saftey course to get my PAL. Why is it such a problem to have someone actually understand the current laws before enacting something useless

There are many Leo’s that do not have a working knowledge of our firearms laws as well....

Well if you have passed your Canadian firearms SAFETY course you would be aware that the course is intended to teach the participants SAFE HANDLING OF FIREARMS .Very little is taught about Canadian Firearms Laws.

Sorry I'm not buying it. I know this is painting with a very broad brush, but the majority of uniformed police do not know the current firearms laws. That has been proven many times. Just for that reason I carry a current copy of safe storage and transportation in my range bag. I'm done here!

That,s good,no need to answer my questions I understand. I,am not buying what MP Gallant is selling either because her bread and butter is dependent on keeping good grace with the gun lobby so she is basically working beholding to them.

In relation to LEO,s not having good knowledge of the firearms laws I agree in part. But the laws were made to complicated because previous governments bent over backwards to accommodate the firearms owners and hence you end up with for instance complicated laws all different in wording for transportation,storage,display.......

The amount of laws officers have to know today are vastly different from 30 years ago and there is only so much time for training in different laws, just because you belong to a special interest group does not mean your special.IMHO

What a great idea, hopefully many politician will participate and hopefully respect gun owners after understanding the process involve.

Your always be "Special"... of the 10 Special ed kids in my high school, 4 became cops. The other 6 work for the city.... go figure.

This initiative from MP Gallant is an excellent way to ensure that MP’s understand what they are voting for. It’s well known many LEO don’t know the legislation we pay them to enforce. Not a slight on them as they likely were never trained. I would actually take it much further. The firearms the libranos want to confiscate are mostly restricted ones. It should be “mandatory” that they take and pass the RPAL course along with full background checks to be eligible to vote on gun bills. To resist educating legislators certainly exposes partisan bias and disregard for effective laws and government. Confiscating firearms from licensed owners who follow safe storage and usage legislation will have no effect on the “demographic” who use them to commit crimes. Just virtue signalling that will use borrowed money that would be better spent hunting down gangs who trade in guns.

That was my take on this endeavour by Cherly. Not likely attended by the hard core MPs that won't be swayed but maybe some will take the opportunity to open their eyes to what not only what a large percentage of their riding constituents are trying to tell them but also what the RCMP commissioner told them in her report.

Well MP Gallant believes that other MP,s taking a SAFETY course will somehow be made aware of the differences between American gun culture and Canadian gun owners.Apparently she believes this is what could be gained by taking this course,because all her complaints on line are about Canadian MP,s some how getting these ideas mixed up.Sorry Cherly but this course does not do that.

I do not think this is the way for gun owners to get respect, what they really want is to be understood.A better way to understand them is to invite MP,s to gun clubs,out door ranges,gun auctions and a tour of the OFAH complex in Peterborough. Maybe even a visit to the annual
OFAH general convention.IMHO

A few officers were charged with DUI's last week seems pretty common lately they should practice what they preach lol.

Here's a story was on connecting Georgina on new year's this year. A person at the local Walmart watched some people drinking in the parking lot including the driver. He took some

Tell ya a little story I know a guy who called on a dui . He said he wanted to remain anonymous they said yes before he gave any information. A while goes on and the cops want him to testify in court . He refused to testify they kept bugging him to testify or they had nothing. He will never call them again.

Gives me little trust in the police department.

When we were involved in a traffic accident we found the proof we did the investigation. The cop wanted to know why we were trying so hard. It was not our fault an being blamed for. Damn right we are going to look into and yes we found the video of the crash a week later still they refused to let us see it. I seen how that cop worked and we figured it out

I have heard of cops using cocaine at parties but to gilroy they are all good .

Because they are cops.

30 cops just got fired in goergia in the USA for cheating on a radar test.

I am not denigrating these special ed kids an any way shape or form, but you have to look at life from their prospective and if they see that there is not much of a future for them , why not join the armed forces where they are accepted.
I know of a couple and that's what they did, served their terms , retired and are quite happy.

Agreed, we must enable those with challenges to reach their full potential. My wife was a special ed and ESL teacher for 32 years. Snow , you seemed to imply that special ed students found an appropriate place for themselves as cops or civic workers. Why would you mention that tale of your high school peers? Sure sounded like an attempt at an affront to me. I don't think that to say someones chosen profession, has 'special ed' , people, as you called them, employed, is as much of an insult, as you think it is. There are many rewarding roles they can fill , in any corporation or business.

True. No problem with special ed. Many of them are smarter then kids in "Regular" classes. The problem is that in the past "anyone" that was outside the normal scale got sent to special ed.

Maybe you can share where you joined in 1968 and what organisation?Why did you leave and then apply to the RCMP while you still had another job?

The fact that the RCMP wanted Non White males is not at all unusual and the same applies all over Police Services in Canada. Going back to Sir Robert Peel principle "the public are the police and the police are the public". The government wants officers to reflect the Diversity of the community they serve. Critically important because we need officers that speak many of the scores of languages used in Canada.They could not infiltrate gangs or even understand what is being spoken over tapes in a wire tap room. Affirmative action is not something I agree with
but is pretty well everywhere now.

One would take from that sentence that every police officer can suspend a firearms license,that is not exactly accurate,there is a process

70 (1) A chief firearms officer may revoke a licence, an authorization to carry or an authorization to transport for any good and sufficient reason including, without limiting the generality of the foregoing,

(ii) contravenes any condition attached to the licence or authorization, or

(iii) has been convicted or discharged under section 730 of the Criminal Code of an offence referred to in paragraph 5(2)(a); or

(b) where, in the case of a business, a person who stands in a prescribed relationship to the business has been convicted or discharged under section 730 of the Criminal Code of any such offence.

74 (1) Subject to subsection (2), where

(a) a chief firearms officer or the Registrar refuses to issue or revokes a licence, registration certificate, authorization to transport, authorization to export or authorization to import,

(b) a chief firearms officer decides under section 67 that a firearm possessed by an individual who holds a licence is not being used for a purpose described in section 28, or

(c) a provincial minister refuses to approve or revokes the approval of a shooting club or shooting range for the purposes of this Act,

the applicant for or holder of the licence, registration certificate, authorization or approval may refer the matter to a provincial court judge in the territorial division in which the applicant or holder resides.

I’m pretty sure I’m well aware of the firearms legislation.
It’s not all that difficult to revoke a licence. I’ve done a few, and not one went to an appeal.

Sure I worked on FIP investigations and all and any suspensions came via the Chief Provincial Firearms Office.

Perhaps you can point out in the firearms legislation exactly where it gives a police officer the authority to suspend a firearms license?

Again Mr Blaney stated police officers can SUSPEND a firearms license, which is not the same as seizing a firearms license.A suspension would be imposed by a Judge or the CPFO but not a police officer as that authority is not given to them.

Should they have one of the only rights to possess an assault weapon? Seems an ongoing trend that's getting worse. . What happens when one decides to take it out on the public before his own life.

There is a very sad trend is the world today, and I feel that it has a lot to do with the decreasing ways that people can legally deal with griefing, anger and stress.

You are so correct the danforth shooting the shooter had access to stolen goods. Guns ammo with the right connections.

The van attack in Toronto he probably didnt have access to anything he was more of a loner and had some mental health issues. He used what he could use a van

Domestic violence a gun will be used if that's what is around. If not they could beat her to death. Toss them over a balcony or what ever they have be a kitchen knife. and visa versa when a woman kills her husband after he beats her and fears for her life

I know a guy who ran over a guy because that's what happened in the heat of the moment. He was chasing him and that's what he did no time to go and get his gun. So he just hit him with his truck. Because of the cause he was sentenced to manslaughter. Good guy but happens .

Cultural differences are not helping in some cases as well.

There are a large number of 1st and 2nd Generation Canadians that come from Non-gun cultures, or cultures were only "BAD" people had guns. They are very easily scared and intimidated by the stories and lies the Gun Control people tell them.
