Kevin Finnerty, Assistant Deputy Minister for Ontario’s Ministry of Tourism, Culture and Sport, testified on behalf of the government, saying:
In order to create a more level playing field, the ministry recommends decreasing this regulatory imbalance. The ministry believes the best way to accomplish this is to expand the regulation of new media TV, rather than by lightening the current regulation of traditional TV.”
In other words, let's have people pay taxes on "new media" too.

And on Friday, Blane McPhail, press secretary for Couteau, said in an email, “We are not considering any new taxes on Netflix, YouTube, or any websites.”
Yet according to documents obtained under the Freedom of Information and Protection of Privacy Act and reported here for the first time, Ontario government officials spent months developing a submission in support of a Netflix tax.
